Can I join a server running a different Minecraft version?

Only if the server allows it. Many networks run ViaVersion or a proxy such as Velocity or BungeeCord, which lets older and newer clients join the same server. A server built for one exact version, common with modpacks, only accepts that version, and Minecraft shows “Outdated client” or “Outdated server” when they do not match.

How do I play an older Minecraft version?

In the Minecraft Launcher open Installations, choose New installation, and pick the version from the list (tick Historical versions if it is missing). Launch that installation, then join from the Multiplayer screen. Worlds opened in an older version can lose newer blocks, so keep backups.

How do you know which versions a server supports?

Every server reports a version name and protocol number when it is checked. A server that reports a range, such as “1.8.x to 1.21.x”, is listed under every version in that range; a server that reports one version is listed under that version only.
